We strongly recommend that you check our Russian and Chinese State-sponsored counterparts - I'm sure you will quickly find out who is behind this nefariousness! Further, I strongly urge your Congress to close all overseas code development of any software that operates at "ring 0 or 1" of the processor or the core, especially the OS and the BIOS - at least the genuinely flawed Microsoft Operating System. A majority of your Government computers have already been compromised via rootkits, and yes, even the most secured systems. The industry may try to sell you all the magic potion in the world, with pretty booth-babes hawking wares at the trade shows and handing out cheap goodies, but the dirty little secret both the industry and your Government won't tell you is that there's no such thing as safe Internet browsing. All your firewalls, anti-spam/phish and logging tools are absolutely 100% useless; since they can't protect against the majority of the end users who are absolutely ignorant. SPECTRE is closely monitoring this situation!
