Everyone knew it, but no one said anything - especially when the going was good. Dubai, along with other treasonous emirates including Qatar, UAE and Kuwait were the largest hubs for transporting weapons, supplies and yes, Eastern Block females for mostly the contractors.
Dubai's claim as the most liberal of these Emirates is certainly true. Prostitution is definitely legal (especially if you don't do it on the beach), pennies-to-the-dollar labor from Subcontinent (slavery) continues unabated and the ruling class, despite the financial downturn, continues these abuses.
